Tasmania’s Energy Saver Loan Scheme closed on 1 September 2025. A lot of households used that interest-free loan for heat pump hot water, solar, and other upgrades — and plenty of people are still asking what’s left once the loan door shut.
Short version: there is no Tasmanian state cash rebate specifically for heat pump hot water systems right now. Federal Small-scale Technology Certificates (STCs) under the Small-scale Renewable Energy Scheme (SRES) may still apply, depending on the system and installation. Pairing a heat pump with daytime solar remains one of the more sensible ways to cut the electric hot-water bill without inventing miracle numbers.
What closed — and what didn’t
According to ReCFIT, the Energy Saver Loan Scheme closed effective 1 September 2025 (see also ReCFIT’s closure notice). New applications aren’t being taken. That scheme was a loan product, not a permanent state rebate for heat pumps.
What didn’t close with it:
- Heat pump hot water still works the same way in a Tasmanian climate
- Federal STCs for eligible solar water heaters / heat pump water heaters under SRES may still reduce the upfront price
- Rooftop solar and batteries still have their own federal pathways (including Cheaper Home Batteries for storage)
If someone online quotes a neat “$300–$700 off” for a heat pump HWS, treat that as marketing fluff unless it’s calculated for your system and zone on a live quote. STC value typically depends on the model, installation zone, and certificate market — we calculate it properly on the quote rather than publishing stale ranges.
Households who were waiting on the loan often ask whether they should wait for a replacement state product. We can’t invent a future grant. What we can do is assess whether the technology case stands on efficiency and solar pairing with ordinary finance — and be honest if waiting is just deferring a bill you already dislike.
Why heat pump hot water still makes sense here
A heat pump hot water system moves heat from the air into the tank instead of generating all the heat with a resistance element. In Tasmania that still works through most of the year; very cold snaps and poor placement can hurt efficiency, which is why site assessment matters more than brochure COP figures.
Placement and airflow matter in cool climates. A unit jammed in a dead-air corner, or one that fights frost without a sensible defrost strategy, will disappoint more than the same model in a free-breathing spot. Noise for neighbours and body-corporate rules also belong in the site walk, not as an afterthought when the crane is booked.
Where it shines for solar homes is timing. If your panels are producing through the middle of the day, running the heat pump then (or letting a smart controller prefer solar hours) turns surplus generation into stored hot water. That’s real self-consumption — the same idea we talk about in use, store or export — without needing every spare kilowatt-hour to go into a battery.
We’re not claiming a fixed percentage saving on your bill. Households differ on tank size, occupancy, tariff, and how much solar they already have. The site assessment is where those pieces get matched.
Federal STCs — cite the scheme, not invented dollars
Eligible heat pump water heaters can create STCs under the SRES. The Clean Energy Regulator sets the framework; the dollar discount on your invoice depends on how many certificates the system is entitled to and what those certificates are worth when they’re assigned.
What we put on a quote:
- The eligible system and zone assumptions
- Certificate entitlement under current SRES rules
- The live certificate value used for that quote date
What we don’t do: invent a permanent dollar band that pretends the market never moves.
Daytime solar + heat pump is a strong Tasmanian pairing
Many Hobart and regional homes we see already have — or are planning — rooftop solar. Shifting hot water into solar hours reduces imports in the evening when everyone wants showers and the oven on. If you later add a battery, you’ve already lowered one of the big controllable daytime loads; the battery can then focus on evening peaks rather than reheating a tank from scratch.
A familiar pattern: the household exports cheerfully at noon, then imports hard from 6 pm when showers stack up. Moving the heat pump into the solar window doesn’t create energy — it stops that particular load competing with dinner-time demand. On cloudy weeks you’ll still import some hot-water energy. That’s normal in Tasmania; the goal is better coincidence on the days you have surplus.
For homes still on older electric storage with a night-rate habit, the conversation is different: it’s about whether a heat pump plus solar timing beats sticking with the old pattern. Again — assessment, not slogans.

A quick note on other states’ rules
You’ll see plenty of mainland content about gas hot water phase-outs or Victorian rebate settings. Those are not Tasmanian law. What applies here is Tasmanian network practice, federal SRES/STC rules, and whatever state programs are actually open at the time you buy. If a salesperson leans on interstate gas rules to pressure a sale in Hobart, ask them to show the Tasmanian instrument — there usually isn’t one that matches the pitch.
What a site assessment covers
When we visit for heat pump hot water, we’re looking at:
- Existing tank location, plumbing access, and noise considerations for neighbours
- Electrical capacity and whether a circuit upgrade is needed
- Solar availability and whether a timer or smarter control is worthwhile
- STC eligibility and a quote that separates hardware, labour, and certificate discount
No Energy Saver Loan doesn’t mean “do nothing.” It means the finance conversation is now ordinary home finance, savings, or other products — while the technology case still rests on efficiency and solar pairing.
Finance without the Energy Saver Loan
Without the interest-free state loan, households usually fund heat pump hot water from savings, a redraw, or ordinary consumer/home finance. That changes the conversation from “is there a government loan open?” to “does the efficiency and solar-pairing case still stand on its own numbers?” For many homes it does — especially where an ageing resistance tank is already expensive to run — but the quote should separate hardware, labour, and any STC discount so you can see the real cash outlay.

FAQs we hear after the loan closed
- “Is there a Tasmanian cash rebate replacing the loan?” Not a specific heat pump HWS cash rebate that we can point to as open today. Check ReCFIT for any new programs; don’t assume the old loan rules still apply.
- “Can I still get STCs?” Eligible systems under SRES may still create STCs. We confirm on the quote for your model and zone.
- “Should I wait for solar before changing hot water?” Not always. Sometimes the tank fails first. We can still plan control so the heat pump prefers daytime once panels land.
- “Will a heat pump work in a frosty southern winter?” It can — with the right product, placement, and expectations. Site assessment beats brochure COP.
